Do you have Public Folders enabled with an OAB in Exchange 2007? Also make sure the user isn't hidden from the GAL and I am assuming you have reapplied the permissions as stated above?

If possible can you please connect the device directly to the BES via USB and then from BlackBerry Manager right mouse click the user and select assign device.
