Sorry for the confusion Jeff. In you I.T Policies create a new policy item called "Blank (Test Only)" and then Apply\Save it. Now from the users list assign this new I.T Policy to yourself and retest Google Maps (this is to rule out any policy issue). If it still fails I will need the details on how your MDS service is configured to ensure nothing on your infrastructure side is blocking the application.
