Hi,
The only way to prevent a user from sending emails is to go into Active Directory > Enable Advanced Features > Edit the users properties > Select the Security Tab > Add (or Edit) BESadmin and set the Send As permissions to Deny.
Thanks,
Gary

You won't be able to prevent emails being sent in a Domino environment without affecting all other functions of the device.
