Problem

The BlackBerry device displays SIM Card Error on the Home screen in the area that normally displays the name of the service provider.

Resolution

Upgrade to BlackBerry Device Software 4.1 or later.

Workaround

Verify that the Subscriber Identity Module (SIM) card is inserted correctly in the BlackBerry device.
  1. Turn off the BlackBerry device.
  2. Remove the battery cover. For instructions, see the Getting Started Guide for your device model.
  3. Remove the battery.
  4. Verify that the SIM card is inserted correctly.
  5. Re-insert the battery.
  6. Slide the battery cover back onto the BlackBerry device.

I have found this to be an issue with a number of 8700 devices. The issue I have found is caused but the device not prompting for the SIM's Pin number. To correct this issue hold the power button until the shut off message appears, then wait for the device to power down and then turn it back on. On power up you will noticed you are prompted for the PIN and once entered the device functions correctly.
