If a phone has been barred it will only be blocked from the original carrier. I would recommend that your friend contacts Vodafone and tries to return the found to its owner.

hey guys just quick question if a fone has been barred from the phone company can it be unblocked?
my friend found blackberry storm he cant recieve or make calls or send sms's..... is there any solution to this problem and if there is could someone let me know....

Actually if they do IMEI blocking, it's by all Oz networks

The only way to unblock it is to change the IMEI number.
If the phone has any data on it to contact the original owner that would be the honest and respectable option.

As others here have said, i suggest you do the honourable thing and make all reasonable attempts to return the phone to its owner....

A locked/blocked BlackBerry can be used for so many useful things. A door-stop, nice looking paperweight.... or you could try and find the broken hearted owner and maybe even get a reward (or at least a good feeling inside)...

Of course you could use it. I was chatting with out telco boys about this the other day. they wait for the new owner to make a few calls, get the call logs & pass it onto the cops. they reckon 9/10 the first call they make is to their own mobile, then their mates.
